The image of a "New South," free of racial terror, is a lie. North Carolina, the showcase of the "New South," has in fact become a national pilot project for repression in its most comprehensive form. The worst anti-labor repression, widespread police violence, the rise of vigilante terrorism, the largest death row in the nation, the worst prison system with proportionally more political prisoners than any other state, site of the federal government's new "behavior modification” institute—all make North Carolina a laboratory for political and racial repression.
